9/17/20 - This is a WW2 era Japanese Range Finder sight tool. We're not sure exactly how this device works, but we think you slide the dial to focus on your target, and when your target becomes in focus you then check to see where the dial matches up on the exterior ring of numbers which gives you the distance. Clear optics and comes with and original sling that's completely in tact. Some light wear but no major issues.
